You could call a local beauty college and ask if anyone there would do it. It would be much less expensive because they don't have their license yet, but usually they are really good.

I'm planning a b-day party for my 14 year old sister and thought she'd love to have someone come do nails/makeup for her and her friends....Any at-home pedicure/spa party places in Boise??
